Murder law reform urged

It has been suggested the the present two tier system is not a workable one , and that there is a need to clarify murder by maybe introducing the States style Murder1, Murder2.
The 3-tier system could look like this:
1st degree murder= intent to kill.
2nd degree murder=intent to "harm" which results in death.
3rd degree murder= accidental death.
Whether it will result in softening up of some sentences (from muder to manslaughter equivalent)remains to be seen , and my question here is will it be better to have the suggested 3-tier system, or the present 2-tier system of murder/manslaughter (with no middle ground)?
