Can anyone recommend a broker?

My future father in law (who lives in Zambia) is looking for a broker so that he can buy and sell shares. This is a bit of a problem to do locally as Zambia's a bit of a blacklisted country...

I am looking for recomendations to pass on to him. He is mainly looking at Metarix (sp?) shares and is unable to buy them from where he is. Can anyone can recomend a good broker who will be able to deal with him being in a foriegn country?

And has anyone heard of this Metarix company? Any good, is it a scam etc.
