Policeman sends letter to shop saying "Don't call me"

A policeman has sent a letter to a shop (who called him after being shoplifted from) stating that "in future if the sum of the goods does not total £75 or above DO NOT CALL THE POLICE"................

Sounds like negligence to me.

Mind you, 35mph is much more rewarding. And easier.
