Whats an acceptable time to start diy on a sunday?

Am sitting here kicking my heels waiting to carry on with a DIY project that I started yesterday and was wondering what would be considered a socially acceptable time to start using power tools.
Am building drawers so will be using a router and a biscuit cutter, not the quietest tools in the world, and I need to work outside because of mess they make.
I want to get cracking before the weather turns but I don't want to piss all the neighbours off in a half mile radius.

Jump to it. If they have a problem they can come over and tell you to down tools, this way you can gauge future parameters for the same question.
Only problem is if the local residents don't complain and keep quiet then progressively over time they will just build a deep resentment towards you.
Count yourself lucky. In some parts of Switzerland you can not even clean your car on a Sunday let along fire up a power tool, they have laws against that kind of tom foolery

I started welding and grinding at 7:30 am today, on my hot rod chassis, but it is inside my garage with the doors closed. If it was outside I'd not start until 10am, as that is the sort of time I'd want to have peace and quiet for if it was ME asleep and having a lie in after working all week. No that I ever do lie in but I'm sure Joe Average does.
Most folk work all week, so leave them a little peace and quiet on the one day they get to stay at home and relax.
