By their own fathers, as often as not. So they learn how to be 'men' from Hollywood movies and the TV. (As do white kids in similar circumstances, though it seems to be less common.) But it isn't easy to see a good solution; the more the government tries to take control, the more they remove responsibility from the parent(s). And I don't see this shower giving any real authority away to anyone. Blame, yes.
