Pipeline Card - scam or not?

I've just received my latest Pipeline Card email offering me the chance to review my utility bill with them... i.e. for every switch they'll get a commission of approx £40 to £80! And half a paragraph on how hard 'Ben' is working to get us discounts at the pumps... 
Was this whole thing a scam to get a huge marketing database together? Sounded like a great idea at the time but has now turned into a bit of a farce?

It has perhaps now morphed into something else...
I'm not sure... apart from the first two emails from him which talked about the 'current ongoing discussions' for petrol discounts; everything has been an unrelated money-saving offer of some sort! Car insurance, household utilities, finance, credit cards, etc, etc...It has perhaps now morphed into something else...
A thread like this pops up every couple of months when an email goes out.
As people have said, probably started with good intentions but the chap is now cashing in on it.
I didn't sign up, but I presume there is an unsubscribe link. I'd suggest using it and rejoining if anything happens.

My mind must be playing tricks on me, I thought I remembered this on various forums from ages ago...nearer the first fuel protests in 2000.

I signed up several years back, but the e mails have dwindled, no more promises, no more stories of how close they are to cutting a deal with the petrol giants. I thought the whole thing had just been forgotten about.7 years?
