Her circumstances are a little unusual in that she started her career late in life after being abandonded by her forces husband three years ago. She had to rebuild her life from scratch, she's 36.
Was she married to cara van man? He's in the forces and a bit of a cad?

I bet she was.

We had the 'you're over qualified and have too much experienced for the role' nonsense recently
Tell her to take the hint and look for jobs higher up the ladder.

Sounds a bit like me. Different field but my CV/Applications have never got me any where once I've met them they usually offer me a job. Perhaps worth her time to take a day off work and go visit a few places she would like to work in Cambridge? Do the homework beforehand and find out the names of the managers who can hire staff and turn up on their doorsteps. Even if she just lands up giving them her CV she'll have got that vital first impression. This has work a few times for me.

OSR you're right. The cv is undergoing a major re-write but she just needs that initial contact I'm convinced once she gets a foot in the door then she will have offers...

There's some concerns a potential employer might have - this may or may not be true but based on what you've said:

- she's in a training position in a different field right now. Presumably another company has invested in her training/experience and now she's changed her mind for something else - why wouldn't she do that again?

- she wants to get into accountancy but hasn't got any qualifications at all. Is there any evidence of her working towards any of them, even one of the basic ones? If not, how committed is she to this?

- if she's still living in London now - how committed is she to living in Cambridge? Might she decide to try commuting it for a while, get cold feet then leave?

- (rightly or wrongly, and unlikely any will admit to it) has she had kids and is back into work for the long term now, or is she likely to get pregnant in the next year or two, make them hold the job open while she's on maternity leave, then tell them she's leaving?

With the CV and covering letter, think about how to allay these concerns and emphasize the positive things she can offer them - especially what she can offer over and above the hordes of 21-year-old grads.
