If someone sends you money via PayPal but not for an Ebay item do they still fleece you out of some of it in fees?

Depends...
There is no receiving fee if the sender uses their PayPal balance, or bank account linked to their account, otherwise 3.4%+20p charge applies.

Log into Paypal and click on the 'Send Money' Tab
From the 2 tab choices now presented, Purchase and Personal, click on Personal
Check the option 'Personal Payment owed' and send your money.
Experience suggests that no fees are charged when using this option.
