To me that looks like lines around a traffic claming measure that has subsequently been removed and the lines weren't tidied up. But that can't be the case, as the media wouldn't lie to make up a story...

I think so too.

BBC Article also said:
The workmen made the decision during resurfacing and road lining work in Hyde Terrace in the Clarendon area of Leeds last weekend.
Doesn't looks like much resurfacing work went on to me...

Yes.

Seems very strange that a car would park exactly on the unsurfaced tarmac like that...
