It seems to be a realistic approach to the problem. As he says, it is totally unrealistic to expect to be able to remove that quantity of people, so if they are going to remain here they might as well contribute along with everyone else.
It's hardly a 'pro illegal immigrant' stance, but no doubt he will be attacked on all sides for attempting to come up with a solution to a difficult problem.
