What sort of boiler is it??????
Never come across one where you can't get to the fan...
The flueways are too large to get any air-whistling noise I would have thought.
Poor circulation will always cause 'kettling' noises, but that tends to be banging of various magnitudes, rather than a whistle.

Ok, apologies my slight faux pas in the title.
After a little more research, it would appear this could be an issue with my pump not flowing well enough and allowing the water to 'kettle' in the heat exchanger. Does that sound like a possibility? If it is, I just need to find my pump so I can either turn the valve up, bleed it, or replace. Sound sensible?

We had exactly this problem, a loud high pitched whistle which can be heard inside the house, and even louder outside by the flue. Several houses in the area can also be heard with the same problem.
It turned out to be the air/gas mixture being slightly off. Luckily we had insurance as it took several visits to sort it. Replacing the gas injector made it even worse, they ended up adjusting the air/gas mixture slightly (which they are apparently not supposed to do), but they did full checks on the CO and CO2 emmissions to make sure all was within spec.
