I think there's quite a few eastern european cities that could be a serious laugh, if you're a chav please stay away from Prague as it actually is quite nice.

The Mobil 12 Hours of Sebring.
FL spring sunshine, Spring Break venue (so, lots of flange), non-stop party from when the gates open on Wednesday until the following Sunday morning - and a great, classic GT race as the backdrop.
Lots of British and Dutch friends come over for this event. It rocketh.
