Where I worked a few years ago, we had to sign a document accepting changed terms & conditions. If we refused to sign, after a notice period it was assumed we had accepted anyway!
Don't think you can do a thing about it I'm afraid if that's what they want. They only need to give you written notification that after your notice period the conditions will change and there really isn't a thing you can do.

You either agree and stay in work, disagree but stay anyway, or argue and end up unemployed.

If you refuse to sign the new contract then I suspect you will be made redundant instead. So, I guess it's the choice you have to make.Accept it. Unless you are absolutely critical to the project you are working on and the manager feels they can ringfence you from any rate cuts, they WILL terminate your contract if you decline. I know so many people who were given rate cuts 6 months ago and declined it in the hope of going and getting their original rate elsewhere, and who are still looking for work 6 months later. Just be thankful you have a job, bite the bullet and get on with it.
With unemployment rising at the rate it seems to be, you're probably simply worth less to the company than you were before. Such is the nature of recessions, unfortunately.
Whether you want to take the drop or lose your job is obviously down to your own priorities, but I wouldn't want to be looking for another job with the economy in its current state, personally.

I think some people still haven't got the message. The world is in a recession, thousands have already lost their jobs, many more will follow. I the OP needs to be thankfull his employer has only given him a pay cut rather than a P45.
I speak as someone who has also seen their income reduced by 12%.

No, it's no longer a recession.. You see, that is a bad thing whcih would never happen under a Labour Govt who are so good. Therefore, it is in fact a credit crunch, namely that people are struggling to get credit to finance those 0% deals on a new Sony Bravia or PC. Other than that there are no problems at all.................I speak as someone who has also seen their income reduced by 12%.
I have been pleased to see lately a few people on TV are referring to it as a recession, it's about time.

"Credit crunch" and "recession" mean completely different things. There was a credit crunch, it triggered the start of a recession. No-one has misrepresented anything that I can see. I think people need to be a bit more humane in their responses. He asked what he could do - he didn't pass comment and he made it clear he'd rather keep his job than argue it. Unfortunately you guys seem to want to teach him a lesson about how hard it is out there. I speak as someone who has also seen their income reduced by 12%.
