I'm seeing sterling rally a little against the USD. Does that mean this rate cut is less than the market expected?

Should have sold my USD at 11.2 last week, now at 11.7 bugger.

Is this a bounce, will it fall back to low 11 levels?

Market expected a bit more, so this was already factored in (according to Bloomberg yesterday) a modest bounce as a result.

A rate freeze would have sent out the correct message IMO(that this is as low as it gets). Now everyone will fully expect another 0.5% next month. FFS.
