Whilst staying with friends over the weekend, I discovered an electrical fault with the light in their downstairs toilet. They have an energy saving light bulb. When it is switched off, the bottom part of the bulb flickers on and off. Not seen anything like it before. Tried a standard bulb in it and that does the same.
Could it be a problem with the contacts in the switch or something more serious.

yea, sounds like the switch contacts, and it is kinda serious, as the flickering suggests it's sparking away which could get quite hot.
If you are happy to play with electrics, i'd get a new switch, and swap them over. (after of course turning off the power to the switch)
