In the event that the estate of a someone who hasn't left a will that is allocated amongst the beneficiaries in a mutually agreed manner but goes over the inheritance tax threshold is the inheritance tax burden purely down to the children or is it divided between all the beneficiaries?

Not in this instance because most of the estate is property/vehicles and therefore the inheritance tax will be paid for using the instalments scheme until sufficient property/vehicles are sold to settle the bill.
