It think it's a thing for giving pills to cats. Here's how the process works:

1. fingers through the paired hoops like scissors.
2. Press the 3rd loop to extend a small grab to hold the pill.
3. Shove down cat's gullet so they can't spit it out, release pill.
4. Cat vomits all over you, thus effectively getting rid of said pill
5. Chuck device in draw never to be used again
6. Wait x years until you have forgotten 1-6
7. Rediscover device, ask on PH
