Painting the house

At the moment my house has a brick exterior, on the front of the house, half way up, is tiling.
This style is followed by the other 7 houses on my side of the road. If I wanted to paint the house white (well the back of the house to start with), is it a matter of going to the local paint shop and buying the white paint and off I go. Or do I need to get some kind of permission from the council first?
Also has anyone painted their house (external walls)? If so what paint would you recommend?

Probably depends if there are any daft covenants reating to the outside of the house from when it was orignally built.
Personal opinion, but painted brickwork, can look awful.

If given free reign but I'd edit for accuracy to:-Personal opinion, but painted brickwork always looks awful.
I do know of some houses which have had the tiles painted in some kind of fairly innocuous dark red/terracotta type colour, even a very dark green and that can work well in contrast to the brick.
Why is the brickwork in such bad nick?

Yep its called render ,or a mix of sand and cement Is it possible to plaster over brickwork so that you have a smooth finish?
