What to do about smokers in our flat block

Hi,
I live in a new build block of flats.
It appears that people are smoking in their flats - this does not bother me.
However, the smell seems to diffuse into the corridors / stairwells and even into peoples flats.
It also appears that their visitors smoke in the stairwell and smoke inside the front door but try and leave it open to let the air escape - how considerate.
Whats more, it appears tobacco is not the only item being smoked.........
What is the best way to stop this - we can contact the estates manager but I don't really want to get involved for 'grassing' up the occupants of one of the flats and chances are that it could get a bit nasty.
What is the best method to stop this anonymously as I don't really want to subject my visitors to this kind of crap.

Hammer a dead squirrel to their door, but make sure to leave it a few days before pinning it, to get the juices flowing and the aroma released.
Maybe take it for a meal before you kill it, something spicy, indian or mexican. If you hammer it to the door after the meal, you won't have to wait a few days for it to decompose because it will void its bowels on death anyway.

They can smoke in their flats (it is up to them what they do in their own flats) - potentially their own landlords may object. The problem is, perhaps difficult to prevent, is the smell of tobacco smoke that somehow fills the corridors and my hallway, albeit it isnt major. The problem I have is that they are obviously also smoking other stuff which just doesnt really bode well as our floor has mostly young families with children.
The other issue is they obviously smoke in the corridors and since I own my own property I find the prospect of cigarette buts on the floor upon entry to the block and the general stale smoke smell rather infuriating.

kwits, who have no consideration for anyone else, and mostly no idea that their actions might effect others.I suspect complainig about their smoking will quickly have you singled out as the 'victor meldrew' of the block, and they will then look for ways to wind you up even more.
The only real solution is to buy a detached house.
