Plastic thing fitted to phone wire??

I returned home from work last week to find BT, well i assume it was BT, had done some work on our phone line. They have drilled the wall of the house and put in a new ring hook, connected the phone wire to it and also installed a black plastic thing about 6 inch long by approx 1.5" diameter. This was never there before and i've absoulty no idea what it is or for - any ideas?
Secondly, although it really dosen't matter, is it normal for BT to call at your house unannounced and start drilling the wall of the house, i would have though they should have at least informed us they were planning to do this. Theres a specific bracket on the wall for the phone wire but for some reason they have decided not to use it and put up a new hook instead.

I would think that is a watertight connector for joining the ends of two different wires together. As for the rest, I dunnoThe box will just be a terminating box for joining the new external wire to the internal wiring in your house. Had you been in then they'd have ran the new wire right in to your loft or such and terminated it there. BT do occasionaly still do preventative maintenance and renew overhead wires or distribution points. They usually would contact you first where possible.
