No, it says 'Here rest Prisoners of War victims of the Second World War.

A very large number of Germans simply disappeared on the Eastern Front (see a book called 'As Far As My Feet Will Carry Me') If this were a Russian Death Camp, and I don't doubt there were such places, I suspect that the Russians would not be putting up a monument to it nor would they allow the Germans to do so.

Is it possible that this could have been a German forced labour Camp in occupied Russia and the victims were Russian? Haven't checked out the Google reference yet.

No, looked at Google and it's too far east for that. Maybe it started off as a POW camp, sure enough.

Some of those buildings are 'hardened' with earth berms. Looks like an ammunition dump, hence the railway connection. If you are wandering about there I would scarper.
