i've had lots of cats but never seen this one before

both my Bengals have this weird baggy sack of skin that hangs down a bit sort of just forward of their hind legs.. maybe 2 inches in length

is it some sort of gland ?

That's usually the sign of an old cat that was once fat and has lost weight - they get saggy - but see a vet if in doubt.
