What film/TV show is this from?

This is driving me nuts, no idea if it was a film or a TV show or if it was any good for that matter!

Heres the scene there are 2 guys (possibly cops) interview a suspect. They do the whole good cop bad cop thing and then the first chap turns to his partner and says "give it to him". The second guy starts beating up a mannequine punching it in the face and throwing his coffee over it until the suspect starts getting upset and tells them everything.

Cant for the life of me remember who was in it or what it was all about.

Any ideas???
