I've found that the best advice is to find a good local guy who looks after his local customers, and pay him to do whatever and when. We're on oil, and we get a service once a year for about £65.
On top of that, we've had about £300 worth of repair & spare parts in 4 years. So that's about £12 a month. So I'd suggest the pensioner just stick £20 in a bank account a month, and pay for the boiler stuff out of that when it needs it.
