Some idiot managed to cut the cable into my house. How do I rewire it? Picture below.

If it is before the master socket isn't that BT's problem? They might take a dim view of unofficial repairs.

That cable was made for the French military surrender lines....

That is like a 200 or 300 pair feeder. It doesn't look like the cable is flooded as in direct burial so are we to assume it is an overhead cable or in an underground conduit. They make splice enclosures for both overhead and underground. To splice underground cable you will probably need a vault with cover or an above ground vertical pedestal to punch down the cable in a splice block. It is unwise and in many cases not allowed to bury a splice. If it is interior cable a punchdown block on a backboard afixed to the wall would be fine as long as there is a service loop to make a splice. If there is not enough length to use a punchdown block you might have to resort to scotch locks. Either way it is a lot of work especially if you do not do such things for a living and do not have the tools or supplies. Since you asked how to splice the cable you probably do not have tools or supplies.
