Ok,

So, I want to get some information with respect to planning permission on a plot. I contact the Land Registry and obtain the title. I then contact the planning department and helpfully assist them by providing the Title Number. However, planning doesn't work by Title numbers........ So, just to be clear, there is a lovely method of plotting all land in the UK and the planning department don't use it.... Hurrah.

Thing is, the boundaries of land parcels for planning purposes needn't be the same as the registered land parcels, so it makes more sense really to do planning based on OS grid references and block plans.

Yes, that seems to be what they are using.

But then, given that most planning is I assume based on people's houses, and their houses are identified by the Title Deed....

Ah well.

Registry numbers work fine until a developer buys up the gardens of a row of houses then a plot to gain access and builds houses in people's back gardens. As some plots may have 2/3 houses on them and others none

I would have thought that realistically it is easier to use title numbers UNTIL there is the point at which say the garden is sold, then revert to OS maps for those times? IT just seems to me to be quicker for what I would assume is the majority of applications to use title numbers? If a Supermarket purchases a spot of land in the middle of nowhere to build on, that is still registered these days I assume, therefore even at this point the SK number is easier?

Title number WOULD NOT WORK for planning. Of all the applications we have down over the last ten years I don't think I've ever done one which accurately related to a single title number. They normally encompass multiple titles or are a part of a larger title. You also need to consider that not all land is registered and has a title. You therefore maynot want to extend the time taken to put an application in while you argue with the land reg for registered title.

Most people's houses are identified by a postal address.

You can search Planning Applications by postal address, but I guess that would be too easy for you?

I have an email with Govt. tenders everyday and believe you me, some are the most bizarre things you ever heard. At the moment they have three constracts out just to look at and evaluate the impact of Teacher's TV. I was in a university last week where a member of staff was away in Africa at our expense examining 'how music impacts notions of community' in some remote tribe. Another was in the Caribbean seeing what we could learn about education (nice work if you can get it). Seems if you can sell a good holiday to your boss the publiic wil pick up the tab.
