Labour Government and penalties - all stick no carrot?

Just been out for a couple of hours hoon and had the radio on.
Every single advert for anything such as completing your tax return, taxing your bike, taxing your car, declaring your car off road, basically you name it - there was no mention of the benefits of doing things a certain way, or how it would help you, or save you money, simply the "Do it on time to avoid a penalty" or "If you don't do it the way we want you to..." mantra.
Not so much a rant as an observation, not sure of what exactly.

It's been building up for years - I particularly resent the 'we know where you live and we're going to crush your car if you don't behave' angle. Normally that woud be called 'demanding money with menaces' - but as it comes from the same august body that makes the law, they can get away with it.
