Is now a good time to start a new business?

I've heard arguments for and against, but a change in lifestyle is needed and this is one of the options on the table.
In a nutshell, I'm facing redundancy and, for the last 18 months, I've worked away from home all week and have missed my 5 year old daughter growing up. I only get to see her at the weekend and it's just not right. Anyway, just interested to hear your views, positive or otherwsie.
