A few years ago some contractors were going to do some work on the Rotherhithe tunnel.

The Health & Safety people insisted upon the maintenance people all carrying some self rescue kit. It consisted of a pouch on a belt.

In the event of the tunnel roof collapsing and the River Thames flooding in on top of the worker, the instructions were simple.

The unfortunate worker was to open the pouch. Then pull out a plastic hood which was on a hose. Place the plastic hood over your head and pull a drawstring at the base of the hood, tight around the neck. Removing the hood from the bag turned a valve on an air cylinder that supplied the hood.

Health & Safety anticipated the worker could then walk out. rofl

Perhaps the H&S Gestapo were trying out something similar.
