I'm looking at places to rent at the moment. I've found a site that tells me what the council tax band is for specific properties, but I can't find a way of finding out how much the water rates are for a specific property? Does anyone know how I can find out, preferably online?

Definately check that, anything built after 1995 is compulsory metered, if you have an old property then you will inherit the old council RV, and that can be quite good.
