Well at some point there has to be an interface between the cartels and and the law. Naturally it is a very lucritive business for the cartel and anyone else on the payrole. Unfortuately this includes the military as illustrated here 
All any government has to do is legalise it, charge street prices, exclude treatment from the welfare state once diagnosed as having a drug induced illness, and there would be enough funding to sort out the world economy.
