Travelling north up the M40 nr Gaydon, thought I saw a 3 stripe Tuscan - one red, one blue and white ? travelling southbound.

Know the car that you mean. The stripes represent the Russian flag

The flag bit was my guess too. I think the owner is a bit patriotic.
