Automatic driving lights when engine is running

Here in DK it is mandatory to have your headlights on, also in the daytime. Modern cars turn on the headlights when engine is running.
So my question is this: Can you retro-fit a relay that switches on the headlights on automatically on a 98 S1 Elise? I seem to remember that it was done when the law was passed some 20 years ago.
An alternative is the audio alarm that sounds if you do not turn off your lights when ignition is off (EliseParts)

Well, if you find out let me know.
I am in Norway, with my UK land Cruiser.
The Scandinavian Land Cruisers, all turn their lights on automatically when the engine starts.
I have heard it is a "plug in relay" but not had this confirmed.
