Door check brake broken

Mine has gone the way of many others and flaps in the breeze. The door, I mean.
I can get one of the door bolts off but the other just turns without releasing.

Can I just hacksaw the head off without trashing anything I shouldn't?
The bolts is a mess anyway so needs replacing.
