Foot operated tailgate

When we got out countryman e 2 years ago I was under the impression that it was an optional extra to have the foot gesture operating tailgate.
Move on a year and a half as a joke to my daughter it waggled my foot in the appropriate area and to my surprise the indicators flashed and the hatch opened. Now it doesn’t do this every time so when it went in for service this morning I asked about it. They didn’t seam partially interested but I asked again on the way out and the went to check if the car was supposed to have this feature. If it wasn’t then fair enough, a bit of a win but if it wasn’t then fair then they need to make it work every time.
It doesn’t have the feature and was an £1100 extra.
I am now wondering is all the gear installed in ever car and only turned at the computer off on models that are not supposed to have it as standard?
For the rest of you could this be switched on via an I’d tool?
