Base layers and waterproof stuff

So we are off to the Norwegian fjords in October, looking at the average temps it’s going to be somewhere between 4-10 degrees, so not too cold but it looks like it’s going to be wet and being on a cruise ship, windy too.
So I have started to look at waterproof coats, I have had a quick search on here and I don’t think it’s helped.
So it looks like I need a base layer, it seems merino mix, given it’s not going to get a lot of use are there any decent reasonably priced stuff out there such as from go outdoors, mountain warehouse etc
Cost wise, probably £150 ish … is there anything wrong with helly hanson, henri lloyd, alpkit worth a punt. I realise waterproof only last so long so realise it’s not going to keep me bone dry.
I just want something reasonable for the amount of use it will get…. Over to PH.
