Can FIFA punish Samuel Kuffour for that shocking tackle when the Italian striker (Vincenzo Iaquinta - nice that he got a goal soon afterwards) was clear on goal, but waved offside?

I know the ref has to punish the first offence (offside) with a free kick, but Kuffour's lunge was dangerous, unsporting, cheating - call it what you like, and he doesn't deserve to get away with it, surely?
