I wouldn't be surprised to see 100M+ easily reached by Perez.
He won re-election with the promise to re-ignite the "galactico" era.

Has also been mentioned to by at least one sensible Spanish football correspondent & there's no smoke etc. There may well be no conclusive evidence but you don't think they're dumb enough to make any convenient subsidy easy to find, do you?
Anyway it was the Madrid council this time around so arguably it wasn't that far removed from Manchester CC giving City the Council House for somewhat less than market value. The difference with Madrid is that this doesn't exactly fall into the one off category.
As for how the rest of the clubs take it, probably not that well actually but it has been going on for donkeys years & most of the rest are a long way from being whiter than white - If you know much about Spanish football, you'll know that much!
