the vacuum line that goes from the drivers side front of the engine on the intake manifold, toward the rear of the car past the coolant tanks is dangling open (at the coolant tank end) and i cant see or feel back under there where it is supposed to go! does anyone know?

If you are refering to USA Fed 89 1/2 or later 4 cyl car the line you refer to sounds a lot like the one going to vac purge line going to the charcoal canister located just under the coolant header tank.
oops--i was pretty sleepy when i wrote that..
it is a 90 SE.
the fuel vapor recovery canister is where i thought it may make a stop, but does it continue on to feed the solenoids for the boost valve or the ebpv?

It could also be the line that controls the throttle jacking capsule for the high rpm warm up which goes to a vacuum solenoid. On my S4s the solenoid is on the rear bulkhead wall between the engine bay and boot, on your SE it is somewhere else, in the passenger side wheel well I think.
You should have a vacuum diagram schematic on the underside of your rear hatch.

It is the charcoal cannister purge into the intake manifold. It goes from the charcoal cannister, which is under the coolant tanks, take manifold. There are no other connections.
