Idlel up valve

Okay, quik question for all, (My Esprit is an 88' Turbo)...
Near the charcole canister, there is a brass valve with a couple fuel lines running from it along with a couple wires. This is the Idle Up Valve according to the parts book. It appears to be a type of check valve... Anyway, as I am just replacing a few parts here and there, I was wondering if this is a part that I should swap out with a new one (due to age). I'm not really certain how the thing works exactly (I can guess), but any explanations or comments re. replacement are welcome!
