It is by a gear drive connected via a cable to the rear of the tranny. The ECU gets it info from a vehicle speed sensor mounted on the right rear wheel and has nothing to do with speedo in 89 but will show up on the freescan computer speedo display via the aldl cable connection. The cable driven mechanical speedo does from time to time suffer from lack of lubrication of the jewel movement or binding in the cable itself. To cure your symtoms you must either lube the cable or remove the speedo to have it serviced. A lot harder to remove the speedo from the instrument pod in pre 1990 cars than later cars. It is a common problem as the lube dries over a period years in the speedo and cables.
