I actually have a few questions so I appreciate the patience... What year is it exactly? I can't confirm if it is an 88, 88 1/2, or 89. Seems like I remember seeing it around 88 or 89, but I have seen instances where some people are listing Esprits by manufacture date(ID tag) versus model date (sticker), and as a first time Lotus buyer this is obviously adding to my confusion. Does it have the Chargecooler and the twin oil coolers if it is indeed an 88? Does anyone know where one is for sale (with the exception of the RHD in Belgium, #39 I believe it was)? Last but not least can anyone tell me the whereabouts of the #1 of 40? Not that I would imagine I could buy the #1, but I put some miles on the car and was curious if it found a good home...

It was a 1988 technically, but it was really a 1988 1/2. That is why they only made "88" of them. The SE's that came out shortly thereafter were a lot better cars. No 1988's were chargecooled. Turbo yes, not chargecooled. There was one for sale on E-bay a few days ago.

I don't know how many made it over to the US but I know someone else in the UK selling one local to me in mint condition and low miles for £11K $17.6K.
They tend to hold their value a bit. IMO I would much prefer to spend the money on a newer, more powerful chargecooled SE model. But that's only my opinion.
