92 SE not imported to USA-What about Canada?

I see a 92 SE for sale in Toronto on Auto Trader. Assuming it is left hand drive and the speedo is in KM how is this possible? Could it maybe be a late 91 sold by the dealer in 92?

The VIN will tell you what year it is.

I think there were 2 or 3 officially imported there in 92. So it could be a real one.
