Can anyone answer the question as to whether there is a time limit between an alleged speeding offence taking place and the notice of impending proceedings.

A number of people have said that there is a time limit.If the notice does not reach the alleged speeder within 2 or 3 weeks that the speeding penalty will be overturned if taken to court for effectively timing out.
Does anyone know this to be true or untrue, or know the laws on speeding in this country.
