A Stretched Touring Bike?

On my way to work this morning I saw a guy riding a Specialized Touring bike but it didn't look right - it looked stretched (Chain was longer than usual, the rear rack was double the length of any other one I have seen). I have looked on their site and google but can't find anything about them.

Anyone know what this bike would have been?
