Fleecy buff neck tube thing.
Riding with it up over my mouth and nose allows me to cycle in colder weather without my poor asthmatic lungs filling up with gunk. Does slow me down a bit tho - velo testing suggested either losing 2 mph from my speed or increasing heart rate by about 20bpm to maintain same speed as without breathing through it.

Assos Airjack winter jacket. I got one of these 10 years ago, it's still going strong despite being crashed at least once, and it's revolutionised my winter comfort. They are very expensive, but taken over 10 years the cost doesn't look too bad at all.
I wear it with a Helly Hansen long sleeved thermal vest and a gilet, and find that's quite warm enough for anything above 0C.

Other essentials, decent gloves. (I splashed out on Assos winter system a few years back - superb down to -10C last winter).
Base layer - anything merino wool. I use Endura Baa Baa
Also Woolie Boolie socks = nice and toasty feet.
Neoprene overshoes.
Under-helmet skullcap thingy.
Ski gloves or somesuch that you can cycle in.
I went on a fair few rides in last December's cold snap and always managed to stay the right side of the chill curve with the above, plus decent tights and three layers including a windproof jacket.

Watching this thread with interest as I need a new winter road jacket - froze my conkers off around the Chiltrens on Sunday morning and have managed to put a business case together to HWMBO for a new jacket - budget of £150-ish for Rapha/Assos out of the window. . . .
Buff neckwear is toasty - always used it when riding my MTB's, now using it on my road bike - good stuff and looks great as well.

Winter boots, I have a set of Northwave and they are brilliant. I wish I had bought them a lot sooner as I have used overshoes for years and still suffered from cold toes but now I have warm toes althrough the colder months 
^^This^^And good merino base layer. I used an Assos 851 through last winter and by-and-large it kep me very warm. Just bought some Pearl Izumi lobster gloves which came highly recommended. Also a skull cap is essential when it gets nr 0'c
Before you spend any money on a merino base layer, just make sure you're not allergic to the infernal f

All I can say is I'm bloody glad I'm not Welsh, because I'd end up with a permanent groin rash from coming into contact with wool of any sort.
My main problem is that I'll set out all warm and cosy, and then feel the need to shed layers within about 20 minutes of riding. Decent socks and gloves are absolutely essential, plus I generally use a Helly Hansen base layer, T shirt on top of that, and a cheap endura jacket (no idea what model) if it really starts to get cold.
I don't like wearing anything longer than shorts when riding, but fortunately find I don't get cold legs for some reason.
