Traditional frame repairs

Really hacked off as managed to break the down tube of my 653 Harry Quinn tonight; beasting a sharp climb on the big ring and, oops, the bars have gone a bit wobbly 
Tube has fractured full circumference right on the point where the cable stops mount; I suppose they were a stress raiser and fatigue over the years has done the rest. Guess I'm lucky the top tube didn't fail too and face plant me (rode the bike home very carefully as was a few miles out).
I imagine it will be repairable if I can find a frame guy able to de-braze the lugs and pop a new tube in - any suggestions for candidates to do that? And for the refinish that will be necessary (would like to keep it looking as original as poss

Argos cycles (nothing to do with the catalogue shop) in Bristol know what they are doing, they recently braised a 1970 Chopper frame for me, excellent work. Heres their website:
