You'll soon be sweating like an ex-BBC presenter in that lot. Skin is all the waterproof you need. Cold is the real enemy. Worry about keeping warm when wet, rather than staying dry (which doesn't happen, be it through sweat or rain).
I'd suggest:
Gore windproof overshoes
Defeet Woolie-Boolie socks
Normal bib tights, or for the real cold, windproof equivalents
Windstopper jacket/gilet
Windproof gloves.
PLUS
Some form of baselayer. Despite the marketing gumpf, merino stuff really does work.
...and if you can fit them, opt for some mudguards: they'll keep a lot of the water away from you to start with.
All top advice so far, I only wear waterproofs in the heart of winter when sweating is less of an issue, this time of year you will get too hot!!
Mudflaps I find are best, they reduce all the crap and water getting in the components of the bike, meaning less maintenance and they also reduce the spray going on the rider. When the rain stops you dry quickly as you aren't getting soaked by all the standing water
I have seen a few guys in full on fishing type waterproof trousers on a bike!!

Agreed, I am yet to find a waterproof that does not have the boil in the bag effect! The only time I really use my waterproof jacket(s) is when it is very cold and the cold rain lowers your body temp - then I would rather boil in the bag....I use waterproof overshoes and that is about it, nothing worse than feeling the water slopping around on every pedal stroke.
Keep warm and you don't really notice the wet.
I'm thinking of giving my shorts/jersey/jacket a spray with this stuff..

Aren't they known as legs? I'd rather have water running down my legs than being absorbed by the material covering my legs. I move from shorts to 3quarters for winter to keep the knees warm but apart from that, unless it's ridiculously cold, I won't be wearing my bibs

I shall point out now that wet clothes are infinitely more difficult to take off than dry ones
