You'd be MAD to spend anything like £1k on a 15 year old bike! It might be in good condition but things have moved on massively since then, sticking a wide riser bar on it won't turn it into a trail bike. Either save your money and get the basics replaced like chain/pads/grips and take it for what it is or spend that £1k on a nice 2-3 year old modern trail bike 
I could always transfer bit from my broken hardtail MTB (fork shattered) - wheel, brakes and gearing etc onto bargain Specialized frame (only paid £60 - that include frame, fox float rear - just serviced, crank, seat post). Only further spending require would be new 110-120mm fork.
The reason for this is that I never rode F-S bike so hopefully this will give good demo before buying expensive frame.

I've no experience of the bike in question, but a '98 FS bike is likely to give you a terrible impression of what a modern FS can do. The older bikes tend to have terrible pedal induced bob that will likely put you off!
Much better to get yourself along to a leisure lakes demo day or similar (or grab a ride on friends bikes if possible).

I agree - only spending would be new front fork. Probably Suntour XCR - all others is re-used from my old bike.http://singletrackworld.com/forum/forum/classified...
