With regard to the frame itself, I would imagine that it would be fine.
Yes it hit the road at 60 mph, however none of the impact would really directly hit the frame itself - as you have said, most of the peripherals like the bars and wheels have been damaged and so would have taken most of the impact themselves.
And I imagine that once it had flipped over once or twice, it then concluded it's trip by just sliding along on it's side.
Think about a Formula 1 car - in an impact, all the peripherals like the wheels, suspension and carbon-fibre crash structures absorb all the impact, leaving the main tub / chassis intact.
If it had fallen from the car and then hit a solid object like a barrier, lamp post or bus shelter or something, then I would think twice, but I reckon in this instance the frame will be fine.
